Alberto Fernández: “Esta ley le da a la industria automotriz la previsibilidad para seguir creciendo”
El presidente Alberto Fernández aseguró hoy que “en la industria reside la posibilidad de potenciar el trabajo y de fortalecer el desarrollo de la sociedad argentina”, al promulgar la ley de Promoción de las Inversiones en la Industria Automotriz y Autopartista y su Cadena de Valor, que permitirá profundizar el crecimiento experimentado por el sector, que en el primer semestre de este año tuvo un alza de 23,3% contra el mismo período de 2019.
Participaron también del acto que se realizó en la planta de Ford Argentina en General Pacheco, partido de Tigre, el ministro de Economía, Sergio Massa; la subsecretaria de Industria, Priscila Makari; el presidente de esa empresa automotriz y de ADEFA, Martín Galdeano, y el secretario general de SMATA, Ricardo Pignanelli.
“Siempre he creído que la industria automotriz es una suerte de nave insignia de la industria argentina, gran promotora de inversión y de trabajo”, enfatizó el Jefe de Estado y señaló que “cada camioneta que se exporta son dólares que ingresan que la Argentina necesita y son puestos de trabajo que se crean”.
“Cuando deponemos los intereses mezquinos y nos animamos a trabajar juntos en favor de la sociedad y del Estado, que somos todos, nos puede ir muy bien”, afirmó el Presidente y dijo: “Lo que hace falta es animarse a dialogar, animarse a encontrar consensos y garantizarle a la Argentina una ley como ésta, que le da a la industria automotriz la previsibilidad que necesita para seguir creciendo”.
Por su parte, el ministro Massa señaló: “La mayor autonomía que podemos lograr como país es si tenemos la capacidad de vender el trabajo argentino al mundo. Tenemos que lograr que este tipo de instrumentos, que nos permiten pensar el largo plazo de los sectores económicos, estén fuera de la discusión de la política partidaria y sean parte de acuerdos de políticas de Estado”.
“Con esta ley, el sector automotriz se transforma en un claro jugador para los próximos cinco años del crecimiento de la política industrial argentina”, explicó el titular de la cartera económica.
El titular de ADEFA y presidente de Ford Argentina, Martín Galdeano, señaló que “hoy el 60% de lo que hacemos en la industria, de la producción nacional argentina, se exporta. Eso nos convierte, al sector automotriz, en el segundo complejo industrial de exportación al mundo. La ley que se está promulgando hoy, que establece un marco regulatorio e impositivo, crea condiciones favorables para la inversión, la producción y el empleo”.
En tanto, el secretario general de SMATA, Ricardo Pignanelli, agradeció “a los trabajadores que nos supieron entender” en el proceso de diálogo para la elaboración de la ley, y celebró que “hoy toda la industria (automotriz) está en los mismos rieles y en el mismo tren”.
Formaron parte de la actividad el secretario general de la Presidencia, Julio Vitobello; el secretario de Industria y Desarrollo Productivo, José Ignacio de Mendiguren; la titular de Aysa, Malena Galmarini; la presidenta de la Cámara de Diputados, Cecilia Moreau, y el intendente de Tigre, Julio Zamora. También asistieron los diputados nacionales Daniel Arroyo y Pablo Casaretto; la diputada Carolina Yutrovic y el secretario general de la UOM, Abel Furlán.
La ley, que se aprobó por unanimidad en el Senado y por amplia mayoría en Diputados, tiene como objetivo fortalecer la cadena de valor del sector automotriz además de generar empleo de calidad con la promoción de inversiones para desarrollar nuevos modelos y autopartes.
Hoy, el sector genera cerca de 75.000 empleos privados formales, además de 127.000 personas empleadas en 4.700 empresas proveedoras. Desde diciembre de 2019 se crearon más de 8.000 puestos de trabajo formales.
La normativa busca fomentar el perfil exportador con una mejor inserción internacional; mejorar la integración de autopartes locales; promover el desarrollo y la transferencia de nuevas tecnologías, e impulsar las nuevas motorizaciones-híbridos, eléctricos, a celda de combustible (hidrógeno), a gas y biocombustibles, entre otras. Además, contempla el cuidado del medioambiente y la mejora de la seguridad vehicular.
Para lograr esas metas, la ley propone beneficios impositivos para las inversiones en bienes de capital y obras de infraestructura de las empresas radicadas en la Argentina que produzcan autos, camiones y autopartes, y un saldo de libre disponibilidad de los créditos generados por el IVA de las inversiones para aplicar contra impuestos nacionales.
Introduce también la amortización acelerada en el Impuesto a las Ganancias para los bienes muebles y para obras de infraestructura y el derecho de exportación del 0% a las ventas al exterior de los bienes producidos al amparo de los proyectos aprobados en el marco de este régimen.
Además, crea el Instituto de la Movilidad que buscará fomentar la coordinación entre los diferentes eslabones de la cadena de valor, el Estado Nacional, el sector de las y los trabajadores y las instituciones de apoyo científico y tecnológico.
La industria automotriz representa alrededor del 7% del PBI industrial y el 8% de las exportaciones argentinas. Se proyecta que 2022 finalizará con una producción de vehículos 70% superior a la registrada en el año 2019.
Según un informe de la Asociación de Fabricantes de Automotores (ADEFA), de enero a agosto se produjeron cerca de 342.000 unidades, 29,5% más que en 2021 y 60% más que en 2019, lo que transforma a ese período en el mejor inicio de año desde 2015.
Además, en ese lapso, el sector exportó más de 195.000 unidades alcanzando el mayor volumen de los últimos ocho años, y la producción de utilitarios, principalmente pick-ups, fue de 178.000 unidades, la mayor cantidad de la historia para dicho periodo.
