Alivio fiscal para más de 600 mil empresas bonaerenses
Se trata de un beneficio que surge de la actualización de los montos máximos de facturación que determinan las nuevas categorías PyME para garantizar que sigan gozando de los beneficios que otorga el certificado
El ministerio de Economía de la Nación, que encabeza Sergio Massa, a través de la Secretaría de Industria y Desarrollo Productivo de la Nación, actualizó los montos máximos de facturación que determinan las nuevas categorías PyME para garantizar que las micro, pequeñas o medianas empresas sigan gozando de los beneficios que otorga el certificado.
Esta medida, que entra en vigencia a partir de hoy, beneficia a cerca de 1,8 millones de empresas y contribuyentes. En comparación con diciembre de 2019, hay un 234% más de MiPyMEs que tienen estos beneficios de alivio fiscal.
Puntualmente, la actualización de los montos máximos de facturación representa un beneficio para 617.707 empresas de la provincia de Buenos Aires.
A través de la Disposición 88/2023 de la Subsecretaría de la Pequeña y Mediana Empresa, que se publicará mañana en el Boletín Oficial, se actualizaron los montos máximos de facturación en todos los tramos tomando como referencia el Índice de Precios Implícitos (IPI) del Producto Interno Bruto elaborado por INDEC, sectorialmente diferenciado. En ese sentido los sectores se actualizaron en un rango que va del 82,5% al 129,7%.
“Hoy tenemos más del triple de empresas registradas como MiPyMEs que hace tres años y medio gracias a una política pública que busca promover la formalidad y a partir de la cual el Estado acompaña a las pymes con alivio fiscal”, dijo el secretario de Industria y Desarrollo Productivo, José Ignacio de Mendiguren.
Adicionalmente, se realizaron aclaraciones con respecto a las condiciones de acceso al Registro MiPyME, se estableció el procedimiento de inscripción de las Formas Asociativas integradas únicamente por MiPyMEs y los Fideicomisos y se digitalizaron trámites para agilizar los plazos de inscripción.
Actualmente, cuentan con el certificado vigente 1.773.892 sociedades, autónomos, cooperativas y monotributistas, tanto empleadores como no empleadores. Este número implica un crecimiento del 234% en la cantidad de contribuyentes registrados con respecto al 10 de diciembre de 2019.
La tenencia de este certificado activo les permite a las MiPyMEs acceder al programa de financiamiento CreAr, beneficios previsionales, aduaneros y fiscales, asistencia técnica y la inclusión en diversas herramientas impulsadas por la Secretaría de Industria y Desarrollo Productivo, como los programas Potencia PyMEX y Producir con Equidad, el Sello de Buen Diseño Argentino y el Legajo Único Financiero y Económico (LUFE), así como a instrumentos y políticas llevadas adelante por otros organismos del Estado.
A su vez, el Registro MiPyME le permite al Estado Nacional y a las provincias tener información precisa sobre el universo pyme del país con el fin de mejorar las políticas públicas. En la actualidad, la Secretaría de Industria y Desarrollo Productivo mantiene convenios de intercambio de información con los gobiernos provinciales de Entre Ríos, Santa Cruz, Catamarca, Tucumán, La Rioja, Río Negro y Neuquén.
De las 1.773.892 empresas que actualmente cuentan con el certificado vigente que expide la Subsecretaría de la Pequeña y Mediana Empresa, la mitad corresponde al sector de servicios (50%), casi un cuarto del total pertenece al sector del comercio (24,1%) y el porcentaje restante se divide entre los siguientes sectores: industria (12,9%), agropecuario (8,6%), construcción (4,3%) y minería (0,1%). Por su parte, la distribución según el tamaño indica que su gran mayoría (95,9%) pertenece al tramo micro, 3,4% al tramo pequeñas, 0,7% al grupo medianas Tramo 1 y 0,03% al segmento medianas tramo 2.
La inscripción en este registro es 100% digital y se realiza mediante la página web de AFIP con CUIT y clave fiscal. La categorización se realiza según la actividad principal de la empresa aplicando el tope de ventas (se realiza un promedio de las ventas en el mercado local más el 25% de las exportaciones de los tres últimos períodos fiscales cerrados), el tope de empleo y/o el tope de activo (para aquellas empresas cuya actividad principal sea financiera o inmobiliaria).
