Brown Sin Tas: Aprueban proyecto para sustituir vehículos de tracción a sangre

El Concejo Deliberante de Almirante Brown aprobó la ordenanza N° 13.198 a través de la cual se establece la creación del Programa de Sustitución Progresiva de los Vehículos de Tracción a Sangre que tiene como objetivo erradicar dicha práctica garantizando el bienestar animal.

Asimismo, prevé la utilización de rodados de tracción motora o eléctrica o de pedal para fortalecer el trabajo de recolección de reciclables una fuente de ingreso para muchas familias brownianas.

Mariano Cascallares celebró el trámite legislativo sosteniendo que “somos el primer Municipio No Eutanásico de la Provincia y ahora avanzamos con la decisión política de ir eliminando progresivamente a esta problemática de las calles de nuestro querido distrito”, indicó.

La iniciativa fue recibida con beneplácito por diversas asociaciones proteccionistas que acompañan fervientemente las acciones que promueven la eliminación definitiva de la tracción a sangre y el maltrato animal.

En ese sentido, la titular de ONG “Caballos Argentinos en Libertad” (CAEL) y coordinadora del movimiento Argentina Sin Tas, Andrea Scasserra, señaló: “Estamos realmente felices por la sanción de la ordenanza para la abolición de la tracción a sangre, lo buscamos y trabajamos mucho, todos los proteccionistas de las diferentes especies nos unimos para terminar con este flagelo que sufren los caballos, y finalmente se logró”.

“Es una norma en beneficio no solo de los equinos sino de las familias carreras y de la ciudadanía que sufren accidentes de tránsito contra los carros que no tienen ningún tipo de seguridad”, agregó.

Al respecto, Mariano Cascallares indicó que “el objetivo del programa de sustitución de la tracción a sangre es erradicar dicha práctica a través de políticas de integración social, garantizando la protección de los derechos no solo de los animales sino de las personas que trabajan utilizando este transporte y de las vecinas y vecinos no solo del distrito promoviendo la reducción de la siniestralidad vial”.

Cabe señalar, que el proyecto prevé el plazo de un año para el reemplazo completo y definitivo de los vehículos de tracción a sangre. El mismo podrá ser prorrogable por seis meses adicionales. Concluido dicho periodo se prohibirá la circulación de animales de tiro dentro de todo el ejido urbano y periurbano del Municipio de Almirante Brown.

Queda exceptuada de la norma la circulación de jinetes montados en zonas rurales, los vehículos de tracción a sangre de carácter folklórico y/o cultural previa notificación, acreditando libreta sanitaria equina, cantidad de animales, responsables, recorridos, fecha y horario de comienzo y finalización del evento.
