El presidente Fernández decidió enviar fuerzas federales y el Ejército a Rosario
El presidente Alberto Fernández anunció hoy desde la Residencia Presidencial de Olivos “una serie de decisiones con el objetivo central de desarticular estas organizaciones del crimen con el claro propósito de fortalecer la convivencia social y la seguridad democrática”.
A continuación el mensaje completo:
Desde el primer día en que asumí la Presidencia de la Nación, hemos venido trabajando junto al gobernador de Santa Fe y el intendente de Rosario.
Resolvimos la cuestión de la deuda histórica con la provincia, avanzamos con obras imprescindibles como el tren o la hidrovía, construimos escuelas, construimos rutas.
Sin embargo, la lucha contra el crimen organizado, a pesar de los esfuerzos realizados, no ha alcanzado los resultados que esperábamos.
El crimen organizado no se desarrolla de un día para otro. Requiere tiempo para tomar territorios, reclutar sicarios, cooptar voluntades en las Fuerzas de Seguridad, en la Justicia y también en la política. Eso es lo que les garantiza su desarrollo, expansión y fundamentalmente su impunidad.
Los hechos y las imágenes de los últimos días dan cuenta de hasta dónde son capaces de llegar con sus ilícitos propósitos.
Entiendo que Rosario nos necesita. Sé que sus Fuerzas de Seguridad son insuficientes para afrontar la solución del problema.
He hablado en los últimos días con el gobernador Omar Perotti y con el intendente Pablo Javkin. Ambos me ofrecieron su mirada y expresaron sus necesidades para enfrentar de fondo un problema que, repito, se ha desarrollado a lo largo de muchos años.
Frente a ese cuadro, quiero anunciarles que he tomado una serie de decisiones con el objetivo central de desarticular estas organizaciones del crimen con el claro propósito de fortalecer la convivencia social y la seguridad democrática:
En primer término, he dispuesto el refuerzo de las Fuerzas Federales hasta alcanzar en esta etapa los 1400 efectivos disponibles para la ciudad de Rosario. El ministro Aníbal Fernández estará mañana mismo en la ciudad poniendo en operaciones este refuerzo.
En segundo lugar, he decidido que el Ejército Argentino, a través de su Compañía de Ingenieros, participe en la urbanización de barrios populares, acelerando tareas pendientes de ejecución.
Son las Fuerzas Armadas de nuestra democracia.
Del mismo modo ejemplar como actuaron en la pandemia y en los incendios, lo harán ahora con la misma honestidad, destreza y convicción, en socorro de una ciudadanía que las necesita. Se trata de tareas subsidiarias contempladas en la Ley de Defensa Nacional.
Mañana el gobernador de la provincia de Santa Fe, Omar Perotti, firmará con la UIF el convenio para instalar una delegación, allí, en Rosario. De esta manera buscamos tener una mayor eficiencia en la lucha contra el lavado de activos, derivados entre otras causas, del narcotráfico.
Además, ya firmamos con la provincia de Santa Fe el Convenio de Colaboración y Cooperación Técnica del RENAPER que permitirá validar las identidades a través del Sistema de Identificación Segura con rapidez y celeridad en operativos de seguridad.
También sumaremos rápidamente 600 cámaras de vigilancia con reconocimiento facial de última generación para la ciudad de Rosario.
El sistema carcelario extremará la custodia contra los reclusos que han sido condenados y pretenden desde la misma cárcel seguir controlando sus objetivos criminales.
Vamos a poner en el centro de la escena a la autoridad del Estado para devolverle a la ciudad su vida en comunidad.
Estamos tomando decisiones contundentes. No nos tiembla el pulso en combatir el crimen organizado.
A quien resulte implicado con esas organizaciones, sea que lo haga activa o pasivamente, le caerá todo el peso de la ley. No aceptamos mezquindades ni especulaciones políticas.
Rosario, cuna de la cultura, de las ciencias y de las artes, no merece vivir en la zozobra. La manipulación informativa con el propósito del desgaste institucional y el juego político que hacen algunos para sacar provecho de esta situación solo merecen el rechazo democrático.
Vamos a hacer que Rosario recupere el orden y así su vida social en libertad y con seguridad, pero sobre todo vamos a hacer justicia, se lo debemos a las víctimas de las mafias y se los debemos a los hijos de esa ciudad.
No permitiremos un solo acto más de impunidad.
Quienes son parte del crimen organizado deben saber que hay un Estado con la fuerza y la inteligencia necesaria para detener, juzgar y encarcelar a cada uno de los que ha causado daño.
Enfrentamos un problema real, complejo y que anuda delitos de distinta escala y tipología, por eso encaramos esta lucha con la determinación y la convicción que requiere. Trabajamos de forma coordinada por una seguridad federal, preventiva e integral para todas y todos.
Sabemos que Rosario ocupa un lugar neurálgico en nuestra geografía, que es un centro de rutas que conectan el país y que tiene uno de los puertos más grandes de la Argentina.
Nada de esto, auténticas virtudes del corazón de nuestra patria, pueden ser usados en favor del crimen organizado para que puedan seguir desarrollando sus delitos.
Rosario es mucho más que los problemas que hoy atraviesa y sabemos que va a salir adelante. Vamos a ponerle fin a la violencia criminal de sicarios mercaderes de la muerte.
Ninguna organización criminal, ninguna red mafiosa puede contra la fuerza de un pueblo unido en defensa de su tierra y de su vida en comunidad.
