Kicillof en Lanús: firma de convenios para obras de integración social y urbana de Villa Porá y barrio Acuba
Además las autoridades recorrieron las instalaciones de NIDO, una institución que brinda cursos de capacitación, talleres educativos e inclusión a programas como el Envión y el Fines.
El gobernador Axel Kicillof encabezó esta mañana la firma de un acta entre el Organismo Provincial de Integración Social y Urbana (OPISU) y el municipio de Lanús para impulsar un proyecto de intervención integral en Villa Porá que permita fortalecer las acciones que la Provincia ya realiza en la zona. Además, se firmó un convenio con el Gobierno Nacional para promover el desarrollo de infraestructura social básica en el barrio Acuba.
Las firmas se llevaron a cabo en la sede del Núcleo de Inclusión y Desarrollo de Oportunidades (NIDO) de Villa Jardín, junto a la ministra de Desarrollo Social, Victoria Tolosa Paz; la secretaria de Integración Socio Urbana, Fernanda Miño; la directora ejecutiva de OPISU, Romina Barrios; el intendente local, Néstor Grindetti; y el jefe de Gabinete del distrito, Diego Kravetz.
“Estamos presentando dos acciones vinculadas con la integración de los barrios populares, un trabajo difícil, complejo, que requiere de la articulación entre la Nación, la Provincia y los municipios”, explicó Kicillof y agregó: “Con estos proyectos demostramos que, cuando lo que se prioriza es dar respuestas a quienes más nos necesitan, lo podemos lograr a partir de un gran esfuerzo conjunto y de importantes inversiones del Estado”.
En ese sentido, el Gobernador resaltó que “pese a la enorme dificultad que implicaba poner en marcha al OPISU, logramos recuperar el financiamiento internacional y aplicarlo hoy en proyectos concretos sobre 70 barrios populares”. “Con estas dos iniciativas por más de 3 mil millones de pesos, estamos trabajando para remediar, solucionar y traer dignidad y justicia social”, añadió.
El proyecto de intervención integral en Villa Porá demandará una inversión total de $2.249 millones, los cuales serán aportados entre la Provincia y el financiamiento del Banco Interamericano de Desarrollo (BID). Una primera etapa en ejecución con fondos provinciales establece la puesta en valor de la Plaza Villa Porá; la refacción de clubes deportivos; equipamiento comunitario; mejoramiento de espacios públicos; y servicio de vactor y atmosférico. El plan contempla tres instancias más en las cuales se construirán 88 viviendas y un polo productivo, y se instalarán las redes y las conexiones domiciliarias para los servicios de agua y cloaca.
Asimismo, el OPISU avanzó con otras obras de reurbanización en Villa Porá que incluyeron la ejecución de la red vial interna, en tanto que lleva adelante trabajos de forestación, iluminación y construcción de veredas y desagües pluviales que mejorarán las condiciones de vida de los más de 1.300 habitantes del lugar. “Estamos muy contentos porque hemos alcanzado el financiamiento que nos va a permitir llevar a cabo las obras que se necesitan para la reurbanización definitiva de Villa Porá”, explicó Barrios y afirmó: “Tenemos la convicción de que, aunque sea una tarea compleja y difícil, urbanizar es posible. Conociendo y diagnosticando la realidad es que vamos a poder transformarla”.
En tanto, el convenio para llevar adelante una segunda etapa de intervención sociourbana en Barrio Acuba significa una inversión de más de $983 millones. Los trabajos incluirán la apertura de calles; la construcción de pavimento, veredas y rampas de accesibilidad; la conexión a las redes de cloacas, agua, pluviales y electricidad; alumbrado público y mobiliario urbano.
Al respecto, Tolosa Paz subrayó: “Este proyecto de Acuba es un emblema de lo que significó el abandono del Estado en su máxima expresión, cuando se alejó de la generación de lotes con servicio y obligó a las familias a construir comunidad allí donde pudieran, corriendo riesgos ambientales”. “Hoy contamos nuevamente con Gobiernos en la Nación y la Provincia que tomaron las medidas necesarias para lograr los presupuestos necesarios que permitan terminar el barrio y alcanzar su integración socio urbana”, manifestó.
“Cuando todos los actores que se necesitan para mejorar la calidad de vida de los que menos tienen se ponen en el lugar del otro, entonces se alcanzan rápidamente los consensos que permiten impulsar proyectos como los que van a transformar al barrio Acuba”, indicó Miño.
Durante la jornada, las autoridades recorrieron las instalaciones de NIDO, una institución que cuenta con 3.200 inscriptos y más de 40 propuestas de cursos y talleres. Entre las actividades que se desarrollan allí hay ámbitos educativos para prevenir la deserción escolar y promover la capacitación en oficios tradicionales y tecnológicos que incentiven la inserción laboral; así como también el desarrollo de programas como Envión y Fines.
Por su parte, el intendente Grindetti remarcó: “Estamos dando un ejemplo de trabajo conjunto: aunque seamos de espacios políticos distintos, lo que nos orienta es brindar soluciones a los problemas de nuestros vecinos”, dijo.
Participaron también jefe de Asesores del Gobernador, Carlos Bianco; el subsecretario de Ejecución de Obra Pública de la Nación, Edgardo Depetri; el presidente del Instituto Provincial de Lotería y Casinos, Omar Galdurralde; el senador provincial José Luis Pallares; el diputado Nicolás Russo; los concejales Julián Álvarez y Agustín Balladares; la concejala Karina Nazabal; y el ex intendente Darío Díaz Pérez.
