“Más Inclusión, Menos Reincidencia”: Se presentó el Programa Educativo en Contexto de Encierro 2023
El gobernador de la provincia de Buenos Aires, Axel Kicillof, encabezó esta mañana la presentación del Programa Educativo en Contexto de Encierro 2023, una iniciativa que prevé la puesta en marcha y construcción de Centros de Formación Educativa y Laboral en cárceles bonaerenses. Fue desde la Unidad Penitenciaria 58 de Lomas de Zamora, junto al director general de Cultura y Educación, Alberto Sileoni; el ministro de Justicia y Derechos Humanos, Julio Alak; y la intendenta local, Marina Lesci.
“Estamos llevando adelante la transformación de un sistema penitenciario que, tras acumular problemas estructurales durante mucho tiempo, había retrocedido durante los cuatro años anteriores”, explicó Kicillof y agregó: “Llevaron adelante una política penal que llevó a un récord de internos, pero no construyeron plazas para alojarlos, generando condiciones de hacinamiento que impedían que las cárceles funcionaran como espacios que promuevan la reinserción en la vida social, familiar y laboral”.
En ese sentido, el Gobernador señaló que “cuando asumimos, la tasa de reincidencia era del 45% y, con un plan que apunta a la construcción de 12 mil plazas y programas de educación y formación laboral, hemos logrado reducirla al 22%”. “No se trata solamente de un tema penitenciario, sino de seguridad pública: para que las y los bonaerenses estén más seguros, las cárceles no deben ser lugares de tormento, sino ámbitos de educación, formación y creación de oportunidades”, añadió.
En el marco del plan “Más Inclusión, Menos Reincidencia”, este proyecto conjunto del Ministerio de Justicia y Derechos Humanos y la Dirección General de Cultura y Educación (DGCyE) tiene como propósitos el fortalecimiento educativo y la producción de mobiliario escolar en contexto de encierro. De esta forma, se apunta a disminuir los índices de reincidencia a través del diseño de estrategias de prevención y a contribuir con la seguridad pública en toda la Provincia.
Por su parte, Alak destacó que “nuestro desafío es lograr que el tiempo de pena no sea un tiempo perdido, sino de reflexión, educación y formación laboral, con el objetivo de que cuando los internos lo hayan cumplido y estén en libertad accedan a un empleo”. “Estamos capacitando a la población intramuros, disminuyendo el porcentaje de reincidencia con el aporte más inteligente que puede hacer el Estado para mejorar la seguridad pública de nuestra provincia” agregó.
En tanto, Sileoni explicó que “conscientes de que el estudio abate a la reincidencia, hoy estamos anunciando la profundización de una enorme cantidad de políticas educativas que ya están en marcha en las unidades penitenciarias”. “El Estado tiene una tarea muy importante que es estar presente aquí para que los internos puedan recuperar sus proyectos de vida a través de la educación y el trabajo”, indicó.
Mediante la firma de tres convenios específicos, se estableció la construcción de cinco escuelas nuevas en unidades de Campana, Florencio Varela, Melchor Romero, General Alvear y Magdalena; la creación de 58 nuevas bibliotecas en todas las unidades penitenciarias; la puesta en marcha de cuatro polos industriales para la fabricación de mobiliario escolar en cárceles de Campana, Bahía Blanca, Mar del Plata y Campana; y otro para la producción de indumentaria docente en Lomas de Zamora. Además, cada polo contará con Centros de Formación Profesional, en tanto que se realizará la apertura de centros de capacitación extramuro para dar continuidad a las trayectorias educativas.
“El trabajo que se lleva adelante con este programa refleja la voluntad política de contar con una mirada transversal en materia de Derechos Humanos; no solo abordamos la cuestión penitenciaria desde el aspecto de la Justicia, sino de una forma integral que otorgue nuevas oportunidades a las personas que hoy están privadas de su libertad”, remarcó Lesci, al tiempo que valoró que “estas son las herramientas que nos permiten continuar trabajando junto a las y los vecinos, con la convicción de que nuestras comunidades van a tener cada día más derechos para ser más libres y justas”.
Por último, Kicillof resaltó que “este programa tiene como objetivo dar un futuro mejor a quienes cumplen sus condenas, brindando las herramientas para que pueda tener la posibilidad de una vida distinta”. “Es una cuestión penitenciaria, social, de seguridad ciudadana y, sobre todo, de justicia social”, concluyó.
Participaron también la ministra de Ambiente, Daniela Vilar; el presidente de la Cámara de Diputados, Federico Otermín; la secretaria general de la Gobernación, Agustina Vila; el jefe de gabinete de la DGCyE, Pablo Urquiza; los subsecretarios de Inclusión Penitenciaria, Diego Rao; y de Política Penitenciaria, José González Hueso; la subsecretaria de Educación, Claudia Bracchi; el director ejecutivo del Consejo Provincial de Coordinación con el Sistema Universitario y Científico, Juan Brardinelli; la diputada provincial Lucía Iañez; y el senador bonaerense Adrián Santarelli.
